2053 — Pacific

2053: Pacific Resource Technology announced

The Pacific Resource Extraction Technology — announced in a joint communiqué from a consortium of seven nations in November 2053 — was the most consequential single technological development since GIA-1.

The technology was capable of extracting potable water, selected minerals, and hydrogen fuel from ocean water at scale, using a process that the developers described as 'minimally extractive' and that the environmental review bodies described as 'potentially transformative if deployed within the parameters specified.'

The parameters were specific: extraction rates not exceeding eight percent of local ocean volume over a fifty-year period, with mandatory restoration protocols and continuous ecological monitoring.

The announcement generated immediate political complexity. China moved to assert territorial claims over sections of the Pacific seabed in whose proximity the extraction technology could operate most efficiently — a diplomatic manoeuvre that every analyst had predicted and that the international community had prepared for with varying degrees of adequacy.

The nations with the strongest position were the ones nobody had predicted three years earlier: the coastal nations of Sub-Saharan Africa and Southeast Asia, whose Exclusive Economic Zones overlapped with the richest extraction zones and who had, following the Zurich Accords' mineral sovereignty provisions, the legal framework to negotiate from a position of genuine strength.

Adaeze Mutombo's African Union AI Governance Commission had spent two years preparing for this negotiation. She had known it was coming because Kwame had told her about the research, and Kwame had known because he had been advising the engineering consortium on ecological impact methodology.

The siblings sat together in Nairobi the week of the announcement and worked through the night on the legal and political strategy.

'This is the moment,' Adaeze said.

'This is what we prepared for,' Kwame said.

'Are we ready?'

'We've been ready since Mama won the spring.'
